As far as I can tell, there does not exist a straightforward way to (a) register to sit the GRE as a non-US candidate and (b) register to sit the GRE with disability-related accommodations. As in, the instructions for (a) and (b) are mutually contradictory.
I mean, I can see why they'd think nobody who's (i) not a US citizen and (ii) disabled would want to go to grad school in the States -- but seriously?
