I think it doesn't actually matter if some tortuous psychosomatic process is in play or not. I don't think it is, but it doesn't really matter. The observable facts are:
1. This stuff, in your vicinity, results in you not being able to breathe properly. 2. Breathing properly is vital for life. 3. This stuff can be removed from your vicinity by actions of others without risking their lives.
Bad first draft for you to amend as necessary:
"Dear Professor X,
During today's meeting, I had a bad reaction to the e-cig vapour in the air, resulting in difficulty breathing. I would like to request that future [important meetings that I cannot miss] are held somewhere free of residual vapours, so that I can concentrate on [the important topic of the meeting] rather than on trying to breathe.
