Adjustable-height handles absolutely are a thing! It's just that - you guessed it - they cost more and consequently rock-bottom chairs mostly don't have them, as far as I'm aware. It's worth taking a quick look at the upholstery supports/handle supports (or take a photo and send it me, or tell me the chair model) but they might well not be at all adjustable, as you say.

Seating concerns absolutely do apply to people who are mostly not self-propelling, yes (if not more so, in that at least self-propelling means you're shifting your weight around a fair bit of necessity!).
