fascinating local driving culture

we have now twice in the past few days had someone come to an unnecessary but emphatic stop and gesture enthusiastically for us to cross in front of them... when they could very easily have been past and away before we were ready to start crossing... and then floor it and disappear off into the distance at, like, at least twice the speed limit. we are BAFFLED.
