Via my ex-housemate C, who says

Nordstrandischmoor is a German island with about 20-30 residents, but the surrounding sea is too shallow for boats to navigate. Instead, the islanders are connected to the mainland by a 2 mile long train line. Each household owns its own train, which requires a moped license to drive.
