The line I was given as a "Waste Ambassador" during a particularly green-ish corporate function, was that if there was any food or dampness or whatever on any given paper product, it was compost instead of recycling. If there was snot on it, it was garbage.
The job was to stand by the bins, smile, and keep people from putting half-full aluminum cans in the recycle bin.
