Re: poster acceptance - I have sent emails with something very very similar to that, and it meant exactly what it said. People do pull out for various reasons (other commitments, expenses and the like) so we had a reserve list, and I pushed quite hard for PhD students to be given the benefit of doubt when saying whether they could present a poster, WIP report or full paper.
